The product for this is MetaMod, not Chameleon, as Chameleon does not deal with modules.

And yes, MetaMod can switch modules based on GeoIP location.

Brief how-to:

1 - download and install the GeoIP Lite database from MaxMind as per documentation
2 - create your target module, the one you want to appear for certain countries. Take a note of its module id number
3 - change the module position of the target module to something like "frontpage-conditional" just so it doesn't show up on anything for now.
4 - create a MetaMod in the module position that you actually want the target module to appear in. Make sure it's published.
5 - in the MetaMod GeoIP options, indicate that you want to use the GeoIP Country database
6 - in the MetaMod enter the 2-letter country code (or a comma-separated list of 2-letter country codes) of the countries you want the target module to appear for, in the "only these countries" box.
7 - enter the module id of the target module into the "quick module id or position include" box.
8 - save and test.
